Calistoga Joint Unified School District Workforce Housing

The 16.4-acre Gallis Property represents an innovative workforce housing development in Calistoga designed to address the critical challenge of attracting and retaining qualified educators in California's high-cost housing market. This strategic initiative demonstrates how public land assets can be leveraged to support educational excellence while strengthening community connections for district staff.

The engagement began with comprehensive feasibility studies and due diligence analysis in 2024, establishing a strong foundation that has enabled progression into full development management services. Our integrated approach encompasses all aspects of the entitlement process—coordinating architectural and engineering design, conducting financial feasibility analysis, managing environmental review and regulatory compliance, overseeing community engagement strategies, and navigating the complex approval pathway through local planning authorities.

The project envisions approximately 100-120 residential units across a thoughtful mix of housing types—single-family houses, duplexes, and townhouses—with a maximum height of two stories to preserve Calistoga's community character. Three preliminary site plan options are currently under community review, each offering distinct approaches to road networks, open space orientation, and connections to Highway 29. All options incorporate comprehensive stormwater management with detention basins, ample parking, and extensive environmental conservation areas.

This mission-driven project directly supports Calistoga Joint Unified School District's educational goals by providing stable workforce housing that fosters stronger community connections for educators, reduces staff turnover, and offers cost savings in an otherwise prohibitively expensive housing market.
