Rivercrest Partners is guiding the Horicon Elementary School District through a comprehensive planning initiative that addresses California's dual challenges of funding constraints for California’s TK-12 school districts and housing affordability by exploring innovative workforce housing solutions for district employees. This rural, single-school district serves 74 students across Sea Ranch, Stewarts Point, and unincorporated Sonoma County, facing the common challenge of attracting and retaining quality educators in a region where affordable housing options are severely limited.
The district's remote coastal location creates unique housing constraints, making workforce housing development a strategic priority for educational sustainability. Our approach involves conducting a review of multiple potential development sites, including the existing 29-acre Horicon Elementary School site and multiple sites within the Sea Ranch.
Our comprehensive evaluation of potential sites includes mission alignment, physical and environmental feasibility, financial viability, entitlement risk evaluation, regulatory pathways for approval, and a complete implementation roadmap from due diligence through construction and operations.
Rivercrest Partners’ planning process encompasses thorough staff surveys, site analysis with risk assessment, preliminary environmental review, civil engineering evaluation of utilities and infrastructure, preliminary conceptual site layout, and financial feasibility analysis with realistic funding recommendations. This holistic approach ensures that any workforce housing solution will be financially sustainable, will meet the needs of the faculty and staff who will live in the housing, and aligned with the district's educational mission.
